Claim 1 -- Low Risk
According to the Polaris Project (2014), low risk is one of the root causes for human trafficking. Low risk is "when the community is unaware of this issue, when the government and community institutions are not trained to respond, when there are ineffective or dormant laws to address the crime, when safety nets for victims do not exist, and when law enforcement does not investigate and prosecute the crime, human traffickers perceive little risk or deterrence to affect their criminal operations" ("Why Trafficking Exists | Polaris Project | Combating Human Trafficking and Modern-day Slavery"). Having low risk increases the chances of human trafficking. If a community is unaware of the problem, then to them it has no importance. This can lead to failing at even trying to come up with a solution to the problem because they are not informed about it. The human traffickers, then tackle the "innocent" victims who are pretty much lost and uninformed.
